D didn't turn Shiro into a subordinate god actually.

Kumoko became a god by herself and then D swooped in and named her, making her a subordinate goddess.

Theoretically, Tomoko can do the same with Katia and the others, but it's actually very hard for them to become gods.

Kumoko's soul was just a little spider's and then a piece of D's soul -a superior god's soul- was added to it, otherwise her soul would never have been able to support the insane number of ruler skills and titles she had.

Tomoko's Soul Mark could work in a similar way, but since Tomoko is a lot weaker than D, and she can only give them a small piece of her soul, the chances of them becoming a god are quite low.

She doesn't really need it though?

The flower will have it's future uses, and Tomoko will also be getting the [Demon Lord] skill soon.
