All taxes, go to bounties. If you catch somebody who can be proven as a coercer, counts as fulfilling a new bounty. Each bounty is priced relevant to the danger they pose.
The judge gets paid 1% the taxes devoted to their court each month.

Lucas makes his money solely through business, rather than drawing blood from the individuals paying taxes.

Lucas could also set up a private detective agency (regional) which gets it's funds mostly from cashing bounties.

Whenever you make things about money then you can cut costs but you also have an increased risk of corruption. Who is making these bounties are you paying them what? It's better to find people who have principles and good work ethic and pay them a proper amount. Then increase their work accordingly to get value.
Money is the most tradeable value.
Virtue is defined by the creation of value(s).
Its only correct to look down on money if it is not money; that is, if the government holds a gun to the individuals' head & commands them to treat their wastepaper or whatever garbage shed from their evil corrupt body as value.
