It is need to activated in first place, and yes he can. But he just lack mastery to do so, he rarely train with this ability after all.. Also encounter is in my opinion much more potent that meliodas full counter, as it able to push death lmao.

Encounter isnt the same as Meliodas full counter, it is much more potent but has much more serious drawback. You need to understand Encounter is 'Minus'.

after all with the death of the phoenix family even the demons have realized the danger they are in, so i do envision a grand coalition of the three factions coming together to fight the chaos brigade even in the canon.

You guess right, but honestly an attempt of attack on Phenex family was enough to alert devil faction the urgency of what happen to make them join the coalition, no need to kill all of them.
Honestly, Ravel is one of my favorite girl in Highschool DxD and I feel bad to plan something like this so that's why I hesitate now
But on another side, leave Ravel alive alone would make "interesting" setup and also do me a favor to reduce not so-useful character in this fanfic.
Though it might also resulting another sub arc where I need to write it happen after this

@Renaxan I don't think you need another sub-arc for the phoenix family, after all with the exception of Ravel they are irrelevant in the story and even Ravel doesn't have such an important role to need so much focus.
as to the question of the urgency of the demons, indeed the attack on the phoenix family would make them realize the danger, but the extermination of the fenix family would sound the loudest urgent alarm in their heads.

@solare yes there will be, but honestly it will be much much later. Due to rules we have here, I can't make an underage lemons and I have plan to make mc with his friend to travel to another world after this arc.
I'm thinking to make them to go Naruto after this, they are currently at age 12-13 which is about the same when Naruto start right? It is just kind of fit.

@Renaxan I don't think the board would do something like that, like, even if Ravel is the last phoenix, the phoenix family already had the marriage contract, the board can't interfere with that (otherwise I believe Sirzechs would have voided Rias' contract), even let Ravel be the last alive, otherwise what would be the point of the noble familys creating contracts if the council could nullify it or even change it just because it is more convenient?
