@Eugenio made in the empire, the empire has the most resources in its own territory of any faction. even they need to get resources from the crater still but as for how modern smokeless is still made. assume they have all the ingredients and stuff needed, even if black powder would be easier to make in this world. you can make your own black powder from stuff for sale at the grocery, maybe i should have had smokeless be forgotten but i really wanted more modern guns. but it would cool to see needle fire rifles and revolvers if i went down that path.
