Marquis of Belshalara and the Quarters

Marquis rule over a quarter (district) of the city. They all swear fealty and loyalty to the Emperor Shadoth. The City of Belshalara is the capitol city of Patri'ea. Despite only being a city, it is now a conquering empire, grinding the other cities of Patri'ea under it's heel. Belshalara is divided into four official quarters: The Industrial Quarter is where ship building, mass production, canning, and other manufacturing takes place. This Quarter holds much of the wealth of the city.  The Artisan Quarter hosts physicians, artists of all kinds, poets, writers, scholars, and musicians. The Military Quarter is where Belshalara's standing army trains and lives. The Merchant Quarter was once the hub of trade in the city. People from all over Caelus came to do business. But the advent of the Red Fever saw the Quarter quarantined. The Imperial Quarter houses the Imperial Palace, the Emperor and his vassals, the Empress (though she's not been seen in years), the Emperor's son, and the Imperial Guard. 

The Flesh Quarter is not widely considered an official district. It was formerly a refuse pile and homeless camp. Lillandyr Shadowglade came of age and cleaned it up, bought real estate and transformed it by building opulent pleasure houses and dedicating the section of the city to the god of Pleasure and Pain, Baelith. Many don't consider her a proper Marquis and she is often ostracized by other nobility. 

The Hidden Quarter is also not considered an official district. It is forbidden for citizens of Belshalara to go there. It is ruled by the Speaker of Nehman, god of Death, Seralah Bloodhaven. It is a vast sewer system and necropolis. Inhabited by vicious Unquenched, cultists, and criminals, it's not a place for the faint of heart.

The Imperial Quarter: Emperor Shadoth

The Flesh Quarter: Marquis Lillandyr Shadowglade **the Flesh Quarter is an unofficial district in Belshalara. It was once a literal dump and place the homeless gathered before Lillandyr's rise to power**

The Hidden Quarter: Marquis Seralah Bloodhaven **The Underground/Necroplis/Hidden Quarter is not an official district in Belshalara, but rather a combination of necroplis and abandoned sewer system for the city. It is populated by cults, criminals, smugglers and rebels**

Races of Caelus

There are many races of creatures in Caelus. 

Elves: Elves are long lived (average age of 2-300 years), magically inclined and prone to violent hedonism. They populate most of Patri'ae and barely tolerate other races. 

Humans: Humans are in the desert lands of Pith and have a very tenuous relationship with the elves. 

Wildling: A race of primordial elves (though some elves will vehemently deny this) that are indigenous to Patri'ae. They are taller and more fierce than their city dwelling cousins and are at war with them. They do not call themselves Wildlings and consider this a derogatory term. 

Fae: They're called many things by many people, but aren't to be trusted. They live beyond the Veil and are violent, predatory and mercurial. 

Dragons: Relegated to myth, they once existed and may yet still. They haven't been seen in ages. 

Dwarves: Like the dragons, they exist mostly in legend. 

Vampires: Rumored to have existed once and their creation/existence is tied to the god Venorith. 

Characters
The Gods of Belshalara

Belshara is divided into Quarters and each are dedicated to a god or goddess. Gods grant worshippers power and in order to find favor with a particular god, offerings and sacrifice must be made. Only the nobility in Belshalara can afford to tithe to the gods for power. 

Herith, goddess of Justice, patron goddess of the Imperial Quarter. 

Turtih, god of Battle, the Crimson Struggle, patron god of the Military Quarter

Eryiss, goddess of the Arts, patron goddess of the Artisan Quarter

Ysimul, goddess of Fortune (good or bad), patron goddess of the Merchant's Quarter

The Industrial Quarter has no patron god, or rather also appropriates the worship of Ysimul. 

The Hidden Quarter's official patron is Nehmain, god of Death and Decay. Worship of Nehmain is illegal and punishable by death. 

Baelith, god/goddess of Pleasure and Pain, patron god/goddess of the Flesh Quarter. Unlike other gods, Baelith requires flesh sacrifice at least yearly. 

Venorith, god of Forbidden Knowledge and Wickedness. He has no quarter and worship of this god is illegal in Belshalara and punishable by death.
