New Terra, Xeros Empire

More than four weeks have passed since Ars and the whole fleet land and settled on the island, the construction of the base that will serve as the capital for the government is doing well, as for the clean up group, it took more time than expected to clean this island, reports said that there are underground stronghold that was discovered full of mosters as well as precious resources such as gold and silver, though both gold and silver isn't valuable in the empire, the parliament suggestion that we should gather these resources for the future plans, fire breathing dragons also attacked soldiers on their way to clean the south and west, some were injured and took some burns, thankfully heavy blasters can easily pierce these so called dragons

The base's construction is 70% complete, thanks to the help of Lady Alexa, the civilians also helped with the constructions which speed up things more, as for the food, the clean up divisions brought back some weird animals, the STRD did some examinations and stuffs, eventually they approved some 'livestocks' as safe, the civilians who were originally farmers also had some livestocks with them before evacuating and planned to increase their numbers by mating.

Ars still is at work in his office, the papers just kept on piling, time to time, each persons enters his office just to dump more paper works, Lt.General...No General Alexandra Cheszkov also helps him to reduce his work, Ars promoted her to a General and the Military's chief, since Ars is the temporary head of the interim government.

Finally after many hours of work, Ars sighed and give his seal on the last paper, *Thud, "Haaaah", Ars sighed deeply, "Ah, my hands are shaking, dang it".

Alexandra approached him and offered tea, "Here's your tea your exellency" she said.

Ars smiled, "My hands are hurt, can you perhaps help to drink it".

Alexandra let outed a wide smile, "Fufufu~ Well it can't be help".

Ars chuckled, "Just kidding, I can hold on my own".

Alexandra pouted, "Jeez, that's why you're still a virgin".

Ars's face turned red, "Wh —I'm just protecting my chastity!" He yelled.

Alexandra laugh, "You're cute when embarrassed your excellency, if you just don't have that golden dead eyes, perhaps girls would go crazy around you".

Ars smiled awkwardly, "Yeah, if it weren't for these eyes, perhaps my parents wouldn't abandon me".

Alexandra frowned, "Forgive me your excellency, it seems I talk too much".

Ars waved his hand, "It's fine, don't worry about it, who knows they regreted all of know, what's important is what I have now".

"I see, I'm glad... then if you'll excuse me, i'll take my leave".

Ars nodded, "Thanks for the help" he said.

After Alexandra left the room, Ars leaned on his chair, then someone knocked on the door.

"...Enter" he said lazily.

A young lady enters and approached Ars, "Your Excellency, here are the papers contains the information for the new departments" she hand over some pages of paper, "The mining locations and names for the cleaned regions information is included in the report as well, now, please excuse me", the young lady left the room.

Ars rubbed his face and grabbed the paper reports, "Names for the regions huh..." he said.

The Island's name will be New Terra, divided into five regions, the capital Auroraborealis, is in the middle of the island where the main military base, and government facilities will be built, the north-west region where the energies facilities such as windmills, hydroelectric dams and solar farm will be built, the north-east region will serve as the main trading hub in the future trades of the natives on this planet, the south-east region, this region's role is to produce crops, livestocks and dairy products, multiple government owned factories will be built as well, some inviduals will be permitted to establish their own companies, and the south-west region, heavy industrial ports and factories will be built in the region.

Several reforms was made and new departments was established, these are ;

Agriculture Department

Justice Department

Foreign Relations Department

Works and Labor Department

Trades and Industries Department

These new departments will reduce the work or Ars, however major projects and actions always needed his seal of approval as the Governor-General.

Ars was satisfied with the development of both government and the island, "Now, the next step is to how to form a diplomatic relations with these nations, the language barrier is a problem as well" Ars sighed, although everything is doing well, there's still many issues, if possible, he wanted to trade with the natives, however they were not sure if wether these natives are friendly or hostile, their sattelites caught some photos of the natives clashing with each other, so he doesn't want to get caught with their battles.

He looked at the documents again, he then grab his pad and started to scroll the screen, various of taken photos on this world was displayed, he then looked at the certain photo where a busy market is shown, then an idea came to his mind.

"That's it! Back on earth, the way europeans approached the east is by exploration and trading! By introducing them a product that wasn't seen before, they might started to visit us to trade! " he thought.

Ars called his assistant, after a minute his assistant arrive a young looking lady, "How can I help you, your excellency?".

"Tell the department heads that I call them for a meeting, I want to meet them ASAP".

The lady lightly bowed, "Understood, your execellency", the assistant walked away and left the room.

Ars sighed, "Ah, gotta get a bath now".

New Terra, Capital Auroraborealis

The capital of New Terra, Auroraborealis named after a famous phenomenon on earth, where natural light shows when disturbances on the sun pull on Earth's magnetic field, creating cosmic waves that launch electrons into the atmosphere to form aurora, Ars and the interim government parliament is in the new built Governor's palace, the center of politics and power of the interim government, inside the palace, in the meeting hall a big round table is placed together with chairs, the heads of the departments sat in their chairs, waiting for Ars to arrive, then the double door opened and Ars came into the meeting hall, everyone stood and lightly bowed to Ars.

"You may rise you heads now" Ars said, he sat in his chair following by the heads of the departments.

Ars spoked first, "I thank everyone for attending this sudden meeting despite your busy schedules", he looked at everyone who nodded and continued, "For this meeting, we will brainstorming ideas as to how are we going to approach the natives on this planet, although our operation on this island is doing well, we can't keep this forever, we don't know as to how long are we going to stay here, our resources isn't unlimited, the renovation of the island will exhaust our resources, a report came to me stated that our resources is decreasing slowly, especially black metal, after we finished establishing the energy facilities in the nort-west region, I'll halt the use of black metal for infrastractures and such, we will use steel as substitute to black metal", he said.

One of heads started to spoke, "But our mines on the mountain islands in the south only mined average amount of iron ores, processing it into metal also take some time, if we stop using black metals, the construction progress in the whole New Terra might slow down", Lily Smith of Works and Labor Department said.

Ars nodded, "I understand that, however, since there wasn't any planets or asteroid that has any valuable minerals in this star system, the chance of finding black ore deposit is low, because of that, I wanted to save it just in case we needed it, our ship is also made of black metal, maintaning them requires black metal".

The people in the meeting begun to converse with each other, then someone spoked, "His excellency is right, we need these black metal to maintain the ship, the last battle against the bugs damaged some of our ship, immidiate repairs is already in progress, but if the black metal is all spent, there will be no any substitute for the repairs, if we use steel for repairs, it won't last a second when the ships space warps or fly at high speed", Military Maintenance and Operations former General Frank Weber said, he retired weeks after the landing,a new general was appointed.

Sir Alexander Freed of the Trades and Industries Department spoke, "So, are you suggesting that we should import resources your exellency?".

"Yes" Ars frankly said, "I want a merchant fleet to go and trade to any nearby countries, it will also help us to gather informations about this world, their culture, currency, ideology and magic".

Everyone pondered about the idea, Jeffry Johnson of the Foreign Relations Department asked Ars a question, "I know everyone knew this but, how are we going to communicate with them? They also might asked us about our nation, how are we going to solve this issue?".

Ars replied, "Of course I won't send our merchant fleet without any knowledge about this world, I will send a group of special officers to spy and gather information about everything in this world".

"As for the information about us, after we gathered enough information about this world, we will leak some information that 'a new country has esablished on the island in the west' ".

"I see, so we'll seal information about us huh".

Ars smiled, "Yes".

Everyone in the room became noisy, "So which place are we going to send the spy unit?".

Ars pressed a remote he's holding, then a holographic map appeared, "This one" he pointed a island sorrounded by the two continents, "Based on its geographical location, it should be the main hub of this area, various merchants all over this continent must be trade their products here".

All of the heads is satisfied with the plan, although there are some risks, they doesn't have any other plan, in the end, everyone agreed with the plan, it will start after a week.
