Central Tokyo, Japan. Oval prime minister's office

November 18, 1773.

7:10 AM

The sky was dark blue, the breeze from the cold night still lingering around Tokyo, and nothing but the cold season appeared overhead as only clouds filled the sky. The city lights are still blazing across downtown, and the roads are mostly empty, with mainly homeless people and a few pedestrians passing through. Welcome to Tokyo, they say, the city of beauty. Yet life after the “great earthquake incident" changed the societal norms within the capital.

Entering the office with a quick knock, a female assistant enters prime minister Takahashi's office, carrying additional coffee and some paper reports given to them from the expedition force sent out there:

"Sir Takahashi, here are the additional coffee and the paper report you have told me about."

Immediately she places the coffee on the table, with Takahashi taking notice of the paper reports, boldly titling them 'Findings over the New Region," which made Takahashi quite thrilled to learn.

"Thank you, Kiruma; please inform me if anything major has reached you."

Bowing, she quickly takes off, leaving the oval office, with Takahashi going first with the steaming hot coffee, taking a sip as he places it at the side to gaze over the folder report. The folder with a light brown colour within it and a fond around it, indicating that it was written by Ambassador Tenjo and likely to have been written from his point of view, was a sight to behold.

With the description from the time, date, and year towards the landing and meeting of these individuals they had first contacted, the country was somewhat primitive, the buildings they saw and the mansions akin to Victorian-era Great Britain, notifying that he had spotted some automobiles yet barely any on the roads. Statements from Tenjo show Alervon having the most prominent potential for both the US and Japan, including that although they are still somewhat primitive, they have the opportunity to advance further beyond their limits with the assistance of both US and Japanese homegrown companies, allowing a significant input from the boost if permitted. This allows for increasing the working class, and two months after the incident, the reduced numbers of the working class made it more severe than ever.

Continuing digging through, surprisingly, the Kingdom of Alervon is why they have it as their title, for a country with their administration being more monastery-style than a more presidential one. It also gave him notes that it's a far more different world from their timeline, seeing that information is far and few, so Takahashi was least grateful that progress is going as scheduled.

Continuing with the expeditionary report, seemingly glimpsed in the second folder, it was from the central command of the navy itself. It's surprising that usually the navy doesn't have anything to report other than sightings of "large lizards" and the talk of enormous unknown aquatic creatures from the destroyer they notified. But here it came from the 1st carrier division, from a training ship that was part of the 1st carrier fleet. There has been a sighting of a primitive sailboat near the islands.

To learn that no exchange of gunfire is presumed, Takahashi was somewhat surprised that Americans had an incident in the new regions of North America, giving them an insight that not everything is what it seems to be from the surface. Learning that the crew discovering the vessel had reported that they were a naval vessel from the so-called "Aetesian Empire," it is shocking to believe that they are close to territory with a landmass similar to mainland China.

Giving Prime Minister Takahashi the thought to appoint an investigation into this new world, it should be to understand the new world beyond the regions they already have. To achieve their desired outcome, they must convey their idea to the US government and recognise that the information they obtained is only a tiny part of the whole picture. They believe that with time, things will work out in their favour.

Island of Jienaro, Aisha Dynasty, 4th regional conference

November 18, 1773.

10:23 AM

2nd Royal Fleet, ARN Wunderle.

Docked further away from the rest of the vessel, the port of the small inhabited island of Jienaro, the countries of the 4th civilization from nation to nation and the fleet they brought into the region give power and the status of one of each nation, which facilitate the countries to which they belong.

As they disembarked from ARN Wunderle, they could hear the calls of seabirds overhead, the chatter of settlers nearby, and the noise of automobiles for the first time. Shocking to say, some men aboard the Wunderle were awed by the machinery from the 4th civilization, not expecting that the Aisha Dynasty would be able to industrialise so rapidly. According to their knowledge, the chaos was driven by the growth of the nation's third civilization. It's hard to believe, but that's what they say. The Holy Empire is what made most nations a thing, even technologically primitive ones; their imperialism is what made considerably advanced countries so primitive.

From the gathering, a large automobile arrived at Queen Savannah's position. Immediately coming out was Ambassador Senaero Kim, one of the representatives of the Aisha Dynasty, with a bright smile, very pleased with Queen Savannah's arrival.

"Your Majesty Savannah, It's so pleasing that you have accepted our invitation to this conference!"

“Yes, I am very grateful for the invitation to the conference and am pleased to express my country's enthusiasm for presenting its technological advancements to nations beyond the 4th civilization. Our representatives are fully prepared to attend the summit and make a positive and lasting impression. I extend my sincere appreciation for this opportunity.”

Quickly from the change of expression, he turns around to give passing for Queen Savannah and her efforts towards the automobile, with a large spacing giving all six individuals enough room to enter. Going first, she sat beside her royal guards, some of whom couldn't fit on the first vehicle but were lucky enough to be at rear escort, while some who preferred not to join remained alongside the rest of the second fleet.

With everyone aboard, they finally took off, leaving towards the palace, viewing the large dockyard, and passing through various subspecies that inhabited the island. For Queen Savannah, it was odd to see so many sub-races living in harmony without any tensions between them. With questions passing through her mind, she gazed back at Ambassador Senaero.

"I'm surprised that this island has managed to contain many subs races known to mankind; usually, beastmen were second-class citizens."

Scenario chuckled at the question, "Well, we get our usual criminal activities from each ethnicity group, but the behaviour is maintained by each other, and we are least thankful that we aren't the same as the Artesian empire, your majesty."

"Surely you had heard about the recent news, Ambassador scenario? My kingdom is under the threat of the influence of the Artesian Empire. Even their former ambassador from their embassy had recently given me his death note, notifying me that Prince Gourmet had recently made purges of their previous classes of 3 within their parliament and had ones loyal to replace the ones he had killed earlier."

"Yes, I do know about the recent purges," Scenario replied, "but it is not guaranteed Prince Gourmet plans to invade your nation anytime soon, given the fact that his navy is only four hundred vessels, compared to the required one thousand to invade a nation of your size. So don't take everything fully into account as a fact; it would be idiocy for them to invade your nation that quickly."

In a technical sense, he had somewhat of a point, implying that his navy isn't fully ready for the large ground forces that he carries. With the majority of his vessels being surface combatants, it would be possible for them to invade Swollen and the kingdom itself.

"Yes, however, this is still a threat to our nation; I may have plans for the military to purchase many weapons from your kingdom, ambassador. To least advance up against Cartesian, whose equipment is equal to ours! Who knows what they would do if they reached our capital?"

Despite the previous mutual respect between the Aisha dynasty and the Artesian empire, Ambassador Senaero Kim is now in support of the current insurrection. The recently elected official has shared their objectives and future ambitions, which would result in Artesian having less influence compared to other superpowers.

At last, they arrived at their destination, the automobile. After climbing a hill, the driver calls out to everyone behind, noticing that the conference building was just to their left with its 3-story-tall structure, nothing but the colours and the terrain to which it belongs; it was one of a kind of engineering. The many sub-variants of transport stood lying around as Queen Savannah and Ambassador Kim gazed over to the beautiful Jenaro Bay. The many fishing boats of the locals were out of sight, with war vessels, ironclads, and the warships of Alervon seen alongside them. Both went inside the conference building shortly afterwards, knowing that many missions to project and bring alliances against the Artesian empire would be the stepping stones for something far more remarkable than Queen Savannah could handle.

United States of America, Washington, D.C. White House

Oval Office.

11:24 AM.

The situation was dire, with the roads littered with garbage and masses of left and right protesting at the gates of the White House. The people of America stood divided. The lack of control made everything seem like 'hell on earth' to many living in an America whose nation was built by commerce and edifice in equivalency. The value of a dollar was as low as before the transfer. If they don't fix it in less than ten days, then an event similar to the Great Depression could occur, but far worse than what America historically had.

Inside the secure confines of the oval house, a gathering of state representatives, high-ranking military officials, and major governmental figures had convened to meet with President Thompson. The conversation took a solemn turn as a question was posed, and the hushed atmosphere was then interrupted by the distant chants of protestors outside, which could be faintly heard by some within the room.

"RETURN WHAT YOU LOST!"

"RETURN WHAT YOU LOST!"

"RETURN WHAT YOU LOST!"

Hearing these words from his people was very infuriating. To bear with his spin, gripping his face with stress as he loudly sighs, breaking this quiet tension.

"We have less than ten days before the shit hits the fan, and things go haywire any moment if they begin shit while we try to make progress. I may as well have the National Guard clear this shit out."

Thompson was understandably exhausted by the ordeal. After spending the previous 42 hours travelling from state to state and visiting Japan to figure this out, it would make sense to not make any further progress and avoid being undermined by US culture. With the recent negotiations for the past two days, my mind thought that Ambassador Johnson was doing a fantastic job over at the Kingdom of Alervon. It appeared that Alervon had many things that would make them an ideal nation for both international and in-house developments.

For one thing, the foreign minister appears to have informed him that their plans for their country, Japan, are to make project plans to have them construct newer buildings for Alervon, which would increase foreign workers for both Japan and America, and their unchanged regional resources would be very appealing for companies to take on, allowing Alervon to become more developed and making Japan and America receive substances that caused such chaos back here.

On the military front, it appears that all naval operations were seized, and all active fleets were transmitted, with many found near both Hawaii and Guam before the transfer operation in the Pacific. To avoid escalating expenses, all ships other than the expedition fleet were to be confiscated. At least the treasurer isn't arguing about it. Aside from the navy, it appears that the more shocking news is that a massive replacement of both air and ground materials resulted in America losing many drones, aircraft, and transport vehicles, including armoured vehicles, with the transfer demonstrating that not even their foreign bases were retained for America to operate.

It was alarming to learn from the chief of staff that they lost more than 13% of US Army men, with a lower number from the Marines and even the Air Force, and that their armoured vehicles were lost, even though it isn't a concern for the officials inside the Oval Office. It's the human life that they can't replace; how would they even inform the loved ones and relatives of these missing people that they weren't there to join alongside this in the future, likely he'd have to address the public, as amid these thoughts a knock on the door was heard, immediately it was the Senate as carrying alongside on his arms documents?

"President, we received a call from Japan that one of their vessels had encountered a warship somewhere in the sea of Japan, and they are informing us of the likelihood of another country from this unknown region, as we have recon portraits from this region and the ship they encountered."

Changing the topic quickly, they viewed what seemed to be an old 19th-century warship with an arm out of the smoke and a ridiculous design. Being close to the Japanese warship seems to be a friendly occurrence. Looking back at the Senate, President Thompson raised a brow.

'Although this seems like good news, shockingly, the large island that NASA has given us a picture of has a civilization. I am going to have to inform one of our representatives that they are travelling towards this unknown nation. For now, my question is: how am I supposed to maintain control of these protests as I am being railed left, right, and centre by people from state to state? For now, I hope progress is swift enough for the first shipment and price increase to enable these individuals to keep their resources. They aren't aware of the turmoil outside the secure area they call freedom.

"Even if you have to back talk to the people, we should, for now, better begin to use our limited resources on assisting Alervon and their resources, and we can begin the first task of building the import numbers and increasing the benefits. For now, take every step with a slow walk, President Thompson, or we'll end up on the wrong side of the path."

The Senate response was ideally what the Thompsons had in mind: "Indeed, this is what we should be doing. But we can't fully fix a countryside like this within just three months to restore order when everything is run by trade and building other nations alike. I guess that returning order to what the US was before this whole horse shit would likely take us around five years, and even that wouldn't be enough to make the population pleased."

"Approval and making everyone satisfied isn't something we should worry about; it's the collapse of this nation, and we should make sure we prevent that from ever happening. In less than 48 hours, there will likely be a conference from the representatives of Alervon, and we should take it on as a gift and give them one hell of an introduction to the US. By first ensuring we clean up the shit the protesters did and ensuring the media takes hold of it,"

From the point of view of the Senate, he is correct. Realising this the whole time, he was focusing on fixing his image, increasing or conserving the country as a whole from failing, an even worse outcome, and taking this into heart, immediately understanding the answer. He looks back at the Senate. "Alright," he replied, and shortly after, he gazed back towards the officials standing and feeling around in the oval office.

"With that said," Thompson hailed out, "inform the House of Representatives that I will be electing a new bill that should give us an ideal ordinance for the new region and the world itself. This bill should cover some of the things that will be upcoming issues in the future, but for now, have them stand by this statement."

Upon receiving the president's request, the senator swiftly departed from the oval office, leaving behind the Army chief of staff and other esteemed White House officials.

"General Francisco. Inform the National Guard to begin positioning barricades across the streets of D.C., and we will begin cleaning these streets up once we get word that the conference of Alervon representatives has begun."

The general said nothing and quickly looked over to the officer beside him. He nodded slowly, and he hastily left the office. Both Air Force and Navy admirals, Colonel Hawk and Admiral Tailer Flyer, listen to what the president has to say, and looking from their perspectives, Thompson glances over Washington, DC. The sky filled with dirt and ash as fire littered the street. Police sirens blared, and shouting and chanting from the protester could be heard from a mile away as he stood there. Watching the chaos continue, he looks back towards the two high-ranking officials.

"It will take less than four years for this country to return to what it was; probably by that time, I will be elected to a different office and be forgotten. But before that, I'll try everything I can to ensure things don't go bad, and I may inform you that this new world is dangerous for us and the population itself. The prime task is closing the borders to prevent people from leaving or everyone from entering the country."

Bold statement, but nothing to grumble about for both officials, Colonel Hawk wonders, "What would the air force's main task be?"

"Simple," Thompson replied, "the Air Force, other than intercepting and preventing anything from getting close in our airspace, will do a joint mission to survey this whole new world for good, and NASA is happy to take on the task."

"For the navy, something similar from the air force, but I'll have some proposals for an increase in patrols around our country, and the activity of our military from all three branches should be one hundred, as this will conserve the protection of our region."

After a thorough discussion with the colonel and admiral, both military leaders concurred with the proposed plan and departed from the Oval Office, each accompanied by their officers. The president found himself alone, pondering the situation at hand. He couldn't help but notice the whisky that remained on his desk, a testament to the gravity of the decision they were facing. It was clear that they were venturing into uncharted territory, and the outcome would need to be decided by the people through a vote.

White Palace of the Jienaro Island, Island of Jienaro, Aisha Dynasty 4th Regional Conference

3 hours later.

2:10 PM.

Chattering from every cornerstone of the 4th civilization, the fancy suits, the expensive food, and the beautiful melody that is being played from this marbling of a mansion, the atmosphere was fantastic. Being invited to such an event made Queen Savannah feel something that she had never felt before enjoyment. Knowing that these are representatives from every nation within this region, with some beyond here, coming together to show civilization that borders made by the Holy Empire aren't there to restrict and become one power, it's the fact that nations relate their powers into one that makes them so capable.

And seeing this event in front of her, holding a golden chalice filled with wine, she gazed over towards Ambassador Senaero Kim. Enlightened by the mood, he too looked back at Savannah.

Ah, your majesty, how is your time at the White Palace?"

He asked with a big smile.

"Never in my life had I seen such an event with such an atmosphere!" Savannah replied.

"But I do ask; this conference feels more like a party than a summit; what's with this occasion? "

"Your majesty. This part of the programme does have to inform us that this is also the year in which the Aisha dynasty becomes two hundred years old after our founding ancestors built this kingdom after years of war and thriving. At the moment, we also must inform you that other representatives will arrive sooner than expected, so you, your Majesty, may as well have the opportunity to talk to these people who are beyond the 4th civilization."

I can't imagine what the sensation will be once more powerful nations arrive; likewise, earlier, Queen Savannah was given a message from the warships docked at the bay about a ship far larger than any of the vessels the sailors aboard had seen. Its greater white and grey colours were reported with the flag, with a lion and a dragon aboard and armed to the teeth with guns heftier than those given to A.N.S. Wunderle. Words formed; they were the Rostaria Empire envoys.

Word was told that this was an empire from the 3rd civilization, a continent not far from here, and would only need a few months before they could arrive in the nations beyond. Likely, it was told that these nations beyond, where technology advances and their region allows their country to grow into a rapid paste, are likely the reason why most nations such as them would be called superpowers.

Both Queen Savannah and Ambassador Senaero Kim gazed over to the main entrance of the ballroom, announced by two highly dressed individuals with tailored suits and fine appearances. The pin upon their buttons shows red and white stripes with a large blue mark lining down horizontally with stars and a logo of a large eagle appearing from it. They say that being escorted by soldiers that appear to wear more formal uniforms, Ambassador Senaero Kim immediately realized who they were gazing at and quickly and hastily went towards the large group. Appearing in front of them, he smiles and immediately shakes hands with one of the individuals.

"Welcome back, Ambassador Caroline Yarrow."

From the regions of the third civilization, she represents the Jylonian Republic, a nation whose ideals are far different from those of the countries beyond. Following behind her was March Remington, another representative, and further back was

Alec Club. She smiled at the greeting. She wasn't even human at first, but she glazed over. She could be seen appearing in the scene as an individual who had human features but had a horn like an animal.

Chuckling over, she could hear Queen Savannah looking over towards her subordinates and quickly questioning them.

"Who is that beastman that the ambassador is bowing towards?" Savannah asked. Following her directions, she immediately replied.

"Oh, your majesty. There is Caroline Yarrow, representative of the Jylon Republic, a nation whose ideals focus on giving the people power and a government that isn't controlled by one man, this ideal focus is the reason why the Jylonian Republic is well known in the 4th civilization, your majesty; words were told that four years prior they were the first nation to make contact in the 4th civilization, being the Aisha Dynasty."

Taken into the note to this, she apprehends this nation; ideally, rumours were spoken that even the United States had something of the same ideals as the Jylon Republic, but wondering from a thought how these nations weren't there to have the potential of ruling all the region together with the words told of their powerful fleet and army bigger than anything combines from these lands, Trade? Potential Betrayal? These are things Queen Savannah always had in mind, even though she is very hesitant towards Japan and America, knowing from their histories of the cruel nations of the 1st civilization but believing that these are things from the past. Still, understandably, they would repeat something about which she was more worried.

These thoughts would fade out, appearing in front of Queen Savannah. A suited man with black hair and a faded beard appeared, and he quickly bowed down.

"It's my pleasure to see you, Queen Savannah. My name is Erik Bjorn, and I'm from the State of Bastan."

He appears in front and recalls himself as Erik Bjorn, a 34-year-old diplomat, as he greets the Queen of Alervon with a bow. She endorses the greeting, as this is the first time that some have appeared towards her.

May I see, from this nation, which you call the State of Bastan, the main purpose for your arrival?"

"Your majesty! My people and the invitation given by the Aishya dynasty representative are what made us able to arrive. We are an island from what they call the first civilization, and we have to appreciate the Holy Empire for allowing us to learn this new world."

*Gah*

The Holy Empire?! This surprised the Queen. In front of her is a diplomat, not only from a nation that is technologically advanced but also a likely ally of the nation that riled this whole world in one. Catching herself off guard, she couldn't say anything to either diplomat that would likely cause a bad sensation. Continuing the topic, she immediately asked what the first motive was for their main assignment.

"What does your nation import and trade the most? For a nation like yours to be a first civilization, it must be technologically advanced."

"Indeed it is!" He replied, "Our main task is allowing our homegrown car industry to be able to sell our automobiles towards these nations and beyond the 4th civilization. At the moment, the top three civilization nations, Rostaria Empire, Jylon Republic, and even Duisland Federation, make up 43 per cent of our automobile industry profits, making it an example of the capabilities of our simple vehicles."

Automobiles? Ah, according to what Erik Bjorn is implying, those motorcars have been developing since the industrial revolution. Not having a shred of an idea of their design, she was interested.

"Really? Very impressive, as our nation is also capable of making its very own automobiles. Mr Bjorn, Well, mostly early designs, as this is such a new technology."

As anticipated by Queen Savannah, she admits that their technology wasn't as advanced as the ones from civilizations further from the first civilization. It seems that what the Holy Empire informed us after the transfer is seemingly true because of the Holy Empire's grant of incursion from the regions beyond safe to say that it was very much true that it was what had made them so primitive.

"Well, that's why I'm here, Your Majesty. We are offering something that not even Jyloains would give to your nation: technology exchange. My people and words who spoke about the Holy Empire are from the last, as they have seen much change during their isolationism, and for that, we are expanding with free open trade and the ability to make many nations thrive by having some of them be capable of building something more advanced than what they couldn't."

Erik Bjorn seems very truthful about what he has delivered, gazing towards her subordinates, who too have the same idea as her.

"Your Majesty," one inquired towards the queen, "this is quite an offer! We shouldn't miss it."

"Indeed, your majesty! A technology exchange would leap our nation to at least 30 years with this technology."

She is hesitant, even though this idea seems too good to be accurate, but it is not something she has fully considered. Even if what they say is true, she wondered what the possibilities were for this technology in the armed forces other than the civilian market. She looked back at Erik Bjorn.

"Other than the civilian vehicles, does this state of Bastan sell weapons?"

A smile from Erik Bjorn, shortly after from the side holding a copy of what seems like a booklet. Hands Queen Savannah a copy of Nordström Firearms Industries (NFI) Issue #3 firearms, a magazine that illustrates the latest weapons made in the state of Bastan.

"Homegrown, our enterprises can make your nation a top importer.

With it concluded, Queen Savannah was satisfied with what Erik Bjorn had offered. Handing the magazine to her subordinates, a whisper from one of them would lead both Bjorn and Queen Savannah to conclude their conversations.

"We will appreciate your nation's willingness to visit us in the future, and we will inform you of our very own visit when we do take on purchasing your firearms. Please contact our minister of foreign affairs."

"With pleasure." Erik Bjorn replied with a bow after saying his adieus towards Queen Savannah, her too bowing as the party of Queen Savannah and her subordinates went towards the direction where Ambassador Senaero Kim wandered off, gazing as they left. Behind the diplomat, Erik Bjorn, a young woman appeared among the crowd, looking towards Queen Savannah, before disappearing among the crowd within the ballroom.

"For what progress have you made?" the young woman asked, and a smile from Bjorn infers his toil.

"Queen Savannah, from the kingdom of Alervon, we had some success in making ties, and it's positive for Bastan to make a move over the 5th civilization. Lady Amanda Jensen."

Amanda Jensen, so to speak, looked towards Queen Savannah, a diplomat who had won many rewards as her achievements outweighed her discussions, making her a top candidate for the mission. Although she missed the discussion that Bjorn and Savannah had early, it was deemed successful because they had won over their nation's technology.

"I congratulate you on your success in accomplishing so, but what do they plan after?"

Looking over, it seems that they are heading towards the Jylonian diplomats, as appearing from the crowd is what seems to be a horned woman; her full body is nothing human but emerges as half human and half animal.

“Ah, great, it's the Jylonians."

A sigh from Amanda Jensen could be heard as both stared at them. What could be their reason for having a quiet time? The laughs and constant chatter seemed to indicate that Queen Savannah would likely make the first moves on hitting the Jylonian Republic.

"Bastards already fucked up the regions over the 3rd civilization; coming over here to the 5th? I'm surprised that the Rostaria Empire still manages to keep ties with them despite having an imperialistic ideal."

"It's probably because of their long bonding; history says that they're the first ones who gave weapons to the Jylonians, and two hundred years later, they still maintain strong ties."

Nothing could be heard from the harangues; both Amanda and Erik watched as they headed towards the ambassador. Ambassador Senaero Kim and Jylonian diplomats both saw that they should make the first moves before them. Amanda looks at Erik and gives her something she hasn't received.

"From what I heard, Alervon is currently in strong tensions against the Aetesian Empire; Jylon reportedly has been selling weapons to the Aetesians, and Alervon can be a user of our latest weapons."

Amanda said, but Erik gives the unfortunate reply,

"Not possible," he replied. "Under the agreement with the Holy Empire, Section 12 forbids any allied nation from selling even the most advanced weapons to any nation deemed "primitive" by the Holy Empire. and that being the Alervon Empire."

"So what could we do? We can't have Alervon lose a war they can't win; their region has many opportunities for us!"

Downing the table, although Erik Bjorn sees it as the truth, could turn the battle if more advanced systems were handed. Of course, the broken system of the Holy Empire's constraints makes it hard for them to make trade profitable.
