Gods are infused with a ideal and power after they where born such as the goddess of amusement not all gods are all powerful and equal. 

some get a title for their actions such as the Supreme one it's called the Supreme one for a reason which is because of its overwhelming power and ruling over most gods. 

Some gods are called evil or good because of their ideal or actions but their are exception such as the Supreme one who is neither evil or good and is neutral until a god breaks the god laws.
