Siniophe, the goddes of all creation, is tired of her boring office in the celestial plane and one day she says "you know what, let's take a closer look at the mortal style of life" she puts a seal on her powers to limit them to an incredibly small percentage, she changes her personality to that of a cute little girl and asks the god of arts to design her a cute loli body. She creates a big sister for herself and together they visit the world.
