Main character is kind of a moron.
Not a bad person perse, just not the brightest bulb in the box. When the summary calls him intelligent it's probably safe to assume that is in reference to strictly knowledge and not decision making.
On the plus side I don't dislike the characters introduced so far. They feel alive. The dragon is a bit of an info dump, but it is what it is.

This series deserves a recommendation if you like kingdome building and isekai stories. It has a slow start and somewhat excessive character sheets but the author gets the ball properly rolling around chapter 15. As of now I won't make a detailed review since this story is still in it's infancy as of writing.
