Bullet is under gas pressure and gets acceleration only when it moves in the barrel. After leaving the barrel, the bullet moves evenly and in a straight line. According to the theory of relativity, we have the right to assert that the bullet does not fly, but IS AT REST in its inertial frame of reference.
The owner is responsible and is obliged to bear responsibility for the bullet exactly until the moment it stops moving or when bullet is no longer AT REST. After the bullet has flown away and stopped, the "owner of the bullet" ceases to be the owner and is no longer responsible for the bullet and cannot bear the consequences if the "founder of the bullet" is trying to break AT REST state of bullets inertial frame of reference.
