The Hero Public Safety Commission (HPSC) is a law enforcement agency responsible for managing the interactions between heroes and society as a whole and for investigating the most dangerous cases of criminality.

The HPSC is headed by a committee of non-heroes, to improve the balance of influence between heroes and regular members of society. The Commission is amongst other things a criminal investigative organization and responsible for many hero-related matters, including the Provisional Hero License Exam, which is administered on a biannual basis in June and September. Hero Licenses are awarded by the Commission to those who pass the licensing exam. The Commission works closely with the Police Force to coordinate hero teams,

There was a meeting going on in the office of the President of HPSC (Hero Public Safety Commission). In the office, the President was sitting in front of a big screen in the dark office with the lights off, the big screen is showing the video of the Shie Hassaikai Base Explosion. This video is taken from a Body Cam of a police officer. In the video, before the explosion, a big spot rushed from the base to the air and after that, the explosion happened. When the video ended, another video started playing, it was the confrontation of police and Night Slash who is raising his hands. This video is also taken from Body Cam. With the help of gas bombs, Night Slash was able to escape from the encirclement of the Police.

After the projection of videos ended, the lights of the office turned on and the screen now showed the faces of various people. All of them are high position holders in law-enforcement agencies of Japan. These various people are delegations of their respective agencies in the current Joint meeting, which is about the two incidents that happened in Hosu city after midnight and early in the morning.

:: The videos presented are taken from the Body Cams of the Officers present on the scene. I would like to point out some details which were not very clear in the video shown. ::- Police Chief

The screen now showed the picture of the black spot that jumped before the explosion in the first video.

:: The black spot that jumped is the main perpetrator of the attack, this Black spot is the three individuals who attacked the base of Shie Hassaikai. The explosions in the base are done by explosives that were activated by a detonator. The three were able to escape the police and heroes under the distraction of the explosions. Several dead bodies were also found outside the entrance of the base which is identified as members of the Yakuza. After a thorough investigation of the base, The police and heroes were not able to find something useful in the base, as a major part of the base is ruined after the explosions. ::-Police Chief

Several members were having a frown on their faces, as this incident created a huge ruckus among the public of Hosu City and they, the related agencies didn't have any important information about the incident.

:: How can you and the heroes be so incompetent? Can't you find a single clue, why or how this happened?::-One of the Dissatisfied members started berating the Police Chief.

:: When we and heroes reached the base, everything was near conclusion. ::-Police Chief

The Dissatisfied Member wanted to say something but was interrupted by the President of HPSC.

"There is no meaning in criticizing the police and the heroes at this time. Chief of Police, please continue."-HPSC President

Police Chief nodded and continued

:: The second video is of time after the second explosions at another location in Hosu City. When the police reached the location, they saw the Vigilante Night Slash and a Monster fighting mid-air. After asking the civilians present on the scene about the incident, they said 'the Monster flew in the air, and several missiles attacked the Monster and then the black shadow also flew up in the air and punched through the Monster, vaporizing half of the body of the monster'. The Police officers found Night Slash in the Warehouse. The video shows what happened after that. ::-Police Chief

All members were silent after the Police Chief's explanation, they were thinking about what to do and measures to take to reduce the public outrage that they are going to face. Amidst the silent members, the voice of the HPSC President came,

"Are there any results from the investigation by the Police?"-HPSC President

Taking the question of the HPSC President as a cue, the Police Chief gestured his secretary to play another video. The video shows Night Slash running with his two accomplices. After that, a new video started playing, In this Overhaul is walking down the street with Shin, Rikiya, and Kendo Rappa.

:: The first video is CCTV footage of a camera near the Shie Hassaikai base and the second video is from CCTV footage near the abandoned warehouse. ::-Police Chief

The members were perplexed as they couldn't understand how the second video is important.

:: The first video is proof that Night Slash and his accomplices are responsible for the attack on Shie Hassaikai base and the second video shows that Kai Chisaki (Overhaul) is supposedly dead::-Police Chief

Some members flinched, while some were shocked. The shocked members came from agencies that had handled cases related to Shie Hassaikai in the past and know what power the Yakuza holds. The Yakuza may show they are weak, but the agencies know how powerful Overhaul was, who easily did his criminal acts under the noses of the agencies. HPSC President is also shocked, as they were secretly keeping tabs on the Shie Hassaikai, but were unable to take action due to lack of evidence.

:: Can you elaborate on the 'supposed' death of Kai Chisaki, Chief of Police::-One of the Members asked

:: The video shows that Kai Chisaki, with his subordinates, is going to the warehouse, but we couldn't find any of them during our search. This also indicates there was a fight between Night Slash and Kai Chisaki. We were able to find some bloody remains and a mask, the mask is usually worn by the eight bullets and the core members of the Shie Hassaikai, the remains are sent to the forensic lab for further investigation. ::-Police Chief

:: The Main conclusion is, Night Slash is the main perpetrator of the two incidents and the two incidents are indeed connected. First Night Slash attacked Shie Hassaikai, then Shie Hassaikai attacked Night Slash. ::-Police Chief

:: Bunch of Villains - acting like savages in the society- must be stopped. I propose Vigilante Night Slash to be registered as a Villain from now. ::-The Dissatisfied Member from earlier.

:: I second that::- Another member agreed to the proposal.

"I don't think it is good for us to do something, without having proper knowledge about the incident. Let the investigation complete, then we will make a decision. Making a decision in haste now in order to appease the civilians might not be the right thing."-HPSC President.

:: Then, how do we manage the public outrage?::

"HPSC will take care of it in the evening Press Conference. You don't have to worry about that, as we are more experienced in dealing with this type of things."-HPSC President.

HPSC is more experienced in dealing with public opinion as the heroes usually create damages and sometimes cause casualties (Normal people's death) while performing their duties, as not everyone is All Might. All the responsibilities from silencing the relatives of the dead by either hook or crook, by any means possible, to maintain the positive image of heroes as servants of justice are in the hands of HPSC.

The meeting soon ended, as the main objective of the meeting was done. HPSC President called for an agent in her office.

"Agent reporting, President"-Agent

"Please inform Hawks that he has a new mission, the details will be provided by my secretary."-President

The agent nodded and left the office. The President, sitting on her chair was thinking about the incident.

'The information from the Underworld mentioned the more potent Trigger spread around 10 PM and Night Slash attacked at 1 AM, was it a coincidence or a deliberate action. he knows something that we don't.'

She sighed and then looked at the image of Night Slash taken from the Body Cam of the Police Officer.

'The position of Hitman in HPSC has been vacant for quite a long time.'
