Kaito trembled in excitement as he read carefully the ability he just got. Both abilities are something he is really familiar with, and he is aware of how strong both of them are.
Imagine breaker was the ability of the protagonist where Misaka Mikoto lives, which is from A Certain Magical Index series. It is the ability to negate anything supernatural that would be very helpful in a world like high school dxd where the supernatural literally dominates this world.
And there is Eight Gates, the ability based on taijutsu from the 'Naruto' series, owned by Maito Gay. It is the ability to strengthen the user's body really helpful for martial artists like him, and in a later stage, Eight Gates is going to be absolutely nuts.
Right now, Kaito really believes that he becomes a lucky emperor and his life situation would be only improved from now on. With the abilities he just obtained, it would be easy as cake to complete the task the next day.

Uhm even a basic devil like MC wouldn't be slightly stronger than a normal human. They would be stronger than peak human at least by MCs terms with the exception of those either genetically/magically modified or using something like Senjutsu or special equipment like holy blades or sacred gear.
Even the most newborn of turned devils would smoke any normal human. Sure he would be weak as sh*t compared to anyone who is in Riser's peerage since they would either have been born as demons or turned for quite a while already, but the race divide between regular humans and everything else in the world of DxD is rather large.

I remember watching issei almost get killed by Dohnaseek on the first encounter so I was assume they are not that strong. Then, I remember Issei rather weak constitution because of his sacred gear, made him trouble even when learning simple teleportation magic

@Renaxan Yeah Issei was unusually weak. So weak that he was confirmed to be the weakest wielder Draig had ever had. Also Dohnaseek was a fallen angel not a human and his light spears are exactly what devils are weak against.
If not for being the wielder of the boosted gear Issei would make one of the weakest devils ever as shown by his physical weakness and lack of mana he was first turned. That and his will(read lust lol) is the highest of everyone.
