Genetically modified law enforcers along with a toxic mist that would appear each night would surely do the job, right? 

But of course, this was just a facade. Although the toxic mist did its job, there were activities within the mist that weren't known to the public. Were the enforcers even enforcing laws from the beginning? <<less
